Before I sign
=============

 * Do not ask me to sign your key if you have already revoked it.

 * I compare the fingerprint of the key to a copy of the fingerprint given to
   me by the owner of the key.

 * I compare the UID of the key with the name on a piece of government-issued
   identification (passport, etc.) belonging to the owner of the key.

 * I compare the photo on the piece of government-issued identification to the
   face of the owner.

After the signing
=================

I sign the key locally and encrypt it with itself, then I email the UID's email
address with the encrypted key.
